Progress in arms control has come very slowly over the last few years. In the United States this has resulted in more emphasis being placed on the concept of reducing nuclear risk through improving communication channels and increasing confidence among the superpowers. This collection of papers, edited by a senior member of the Center for Strategic and International Studies, focuses on this process. The central paper looks at the value of a joint US/USSR ``Nuclear Risk Reduction Center'' and its role in monitoring potential nuclear confrontations. Appendixes provide valuable primary source material on existing US/USSR relations, such as the Hot Line Agreement.
